To put task manager in elevated mode either start taskmgr from an elevated command prompt, or start via the usual ctrl-alt-del/ctrl-shift-esc/right click task bar launch sequence and click the option to "show processes from all users".
Once task manager is in an elevated mode, kill the shell by right clicking explorer and selecting "End Process"
Next, restart the shell. In task manager click on "File" then select "New task (run)". Notice the warning on the next screen.
Once the shell finishes loading it is now running with full administrator rights.
