You can start msconfig a number of ways. I'm old school so I generally use Winkey-R to bring up the run box.
Alternatively press the start button, type msconfig in the search window and press enter.
Once you're in msconfig, go to the tools tab and scroll down. You'll see options to disable and enable UAC. Note that you will have to reboot for the change to take effect.
